Mix paint with water, then brush it on the handle of the plunger. After a minute, use a paper towel to wipe some of the paint back off so the wood grain shows through. Allow to dry.
Cut thirty 9 inch pieces of rope.
Double or triple up a rubber band, then slide it over the plunger handle, down toward the head. Place pieces of rope under the rubber band, going all the way around the stick. I used 11 pieces of rope on this first layer.
Double up another rubber band and slide it over the first. Add a second layer of rope pieces under this rubber band. I used 18 pieces of rope for this second layer. Make sure the rope is positioned so it covers the plunger head, then add a third rubber band (tripled up) over all the rope to secure.
Unravel each piece of rope. First separate it into three sections, then separate each of those sections into three or four more sections.
When all the rope is unraveled, trim any uneven areas if needed. Tie ribbon around the rubber band to cover it. Add a tag if desired.
