Paint the front of the whisk white, using a foam paintbrush and a dabbing motion. Allow it to dry completely (you can use a hair dryer to dry it quickly).
Fold up one edge of the fabric about half an inch and press.
Place the fabric square over the cinnamon whisk, making sure there is about an inch of fabric above the top of the whisk. Use a little hot glue to adhere the fabric to the whisk on each side.
Flip the whisk and fabric over. Fold the fabric over from one side, tucking the raw edge under, and secure with hot glue. Repeat with the other side.
Flip the whisk back over and glue on the wood ball for a nose.
Cut one piece of twine at 8 inches and one piece at 12 inches. Thread a jingle bell onto each end of the 8 inch twine and tie knots to secure.
Wrap the 12 inch piece of twine around the top of the hat, right above the top edge of the whisk handle, attaching the bells, and tie a knot in the back. Tie the ends of the tails in a knot to create a hanging loop.
